This influences the call center
The site reads this table. Clicking the astrolabe on the front page opens the same roster as a live world clock, so a row corrected here is a row that wants correcting there — keep the two in step.
Three rules decide every cell, and they are what make the table answerable:
- Offsets are standard time. Daylight saving moves countries between rows for part of the year — in July the UK sits at +1 and France at +2 — so the roster is cut at January, the convention every published offset table uses.
- Population and country count the people living at that offset, not the whole nation. Russia would otherwise take nine rows it keeps a few hundred thousand people in.
- Language is the one most people at that offset speak, first or second — which is why +5 reads Urdu rather than Punjabi, and why a lingua franca can outrank a larger set of mother tongues.
Populations are rounded 2024–2025 estimates. Cities are ranked by urban area, which is why -4 goes to Santiago rather than to the capital of the country in the same row.

Rows that turned over recently and are easy to get wrong from an older table: Sudan moved to +2 in 2017, Greenland to -2 in 2023, Kazakhstan to a single +5 in 2024, Paraguay to a permanent -3 in 2024, and Samoa dropped daylight saving in 2021.
